VMAN and SAM cannot yet integrate directly with Azure in the same sense that the new Cloud monitoring can do for AWS. That said you can certainly put agents up on servers in Azure and monitor servers.

Looking for API which can discover all using cloud watch ..apart from installing agent on individual servers

I get that. I'm only telling you what options you have currently. You can see on the VMAN roadmap that they are actively working on the Azure integration.
