Probably an obvious answer, but going to ask anyway: if a SAM application monitoring template is assigned to a node, but the application is unmanaged, does that still count against component licenses?
Yes you can not matter what licensing u are using..
And i also tested by un-managing one application monitor but it did not have any change... so even if u un-manage, the count of component monitor will remain the same and not reduce...
I think it does, as the application is attached to a licensed node....
Yes, the node would use a license, but I'm also curious about the SAM component licenses.
if u have the setup running, then u can test it... but if u have ALX then it would be difficult
I'm not sure how it works with latest platform 2019.4, where SAM is licensed per node - not per component. If yes - than it no matters for components but still nodes are licensed.

In this new licensing scenario, my question would indeed be irrelevant, but we have the 'old' unlimited component (ALX) licensing.

Oh, interesting. Does setup show active/utilized license count? I do have ALX for SAM.
If you have ALX license then you may not care about licenses used by components. Unmanaged nodes do not use (practically) any component monitors so it has no influence on performance of a poller. If you like to release licenses you may delete assigned monitors or disable all their components but ... I do not see a big sense of that.
