One of the main pages that describe features of the SAM product is the SSL Certificate monitor - How do we re-create the this panel? Is it part of the IIS monitor kit? If so, is there ANY way to pull that out? I have ALOT of non-IIS webservers we want to use this panel for.

There isn't a way to pull out that widget exactly like it displays in AppInsight for IIS. However, i have created my own SSL monitor that pulls this info here. SSL Certificate Expiration - SNI capable
Can this be used to monitor wildcard certificates too?
Appinsight for IIS should be able to monitor wildcard certificates.
The template that I created also supports it. I put the website domain and the certificate CN into the component message.
Ok - but if we are not using IIS.... some the sites I use are Tomcat/Apache based..
