I would like to know what I.T. Tech team members are currently logged into the Web Help desk at any time. Is there a way for an admin to view this data? Also is there a report available for the same?

You can see what technicians are on the help desk by going to Setup > Techs > Techs and look for the coloured dots.
There's no reporting functionality to see how long a technician is on the help desk, however there are ways of extracting this information from the database.
