I have been searching for a way to receive an email alert or see an alert within the WHD when an FAQ is pending approval. Is there a way to be notified when a new FAQ has been created and requires approval?

No there is not. You could always create see if a feature request exists and upvote (Web Help Desk Feature Requests ) or create a new one if not.
