Is there anyway to set a client as active but prevent them from logging in to WHD, we are currently try to use WHD internally and are not ready for our clients to be able to login.
We just haven't told our users that our WHD server exists. So far no one has ever logged in accidentally or otherwise.
There's also Setup>Users>Options> Uncheck "Client Login Enabled" which may work for you also.

Is there a way to prevent them by location? The error says client login is currently disabled for your location. We would like to roll it out in phases to one location at a time
If you click on the Setup>Companies&Location>location, choose the location you want to deny access, you will see a 'Users login enabled' option within each location.
To my knowledge, the option in setup>users>option will supersede the option you select here. But here you go.
Just make sure you have users tied to locations.
