When I make a change in the LEM (6.1), for example delete a rule, its not updated in reports unless I stop and start the manager service. Is this by design? Does a job run to update the DB? If so how often?

Update: Something strange is going on, just noticed when I make a change to the rules text description as well as enable / disable its not updating the Manager! I see the changes via the watchlog and when I do a refresh on the webpage everything updates. This happens with both IE 11 and Chome, latest versions, but Firefox is working as expected.
