I know this is resolved, but for the sake of someone searching and finding this post - it is under Setup - Clients | Options.
Does anyone know how to disable the "New Account" button on the web GUI but not disable new create new account through email?
those are separate settings. the one for the gui is the one mentioned above (Setup -> Clients -> Options) whereas the similar setting for email is under Setup -> E-Mail -> Options.
