Change Management - Require All Jobs to be Approved

Greetings Thwack Community,

We're trying to get the Change Management module running on NCM, but we've run into a bit of an issue. As it is now, the individuals on my team who have administrative rights to NCM are not all part of our Change Control team. Is it possible to configure NCM to require all jobs to undergo approval regardless of the permissions of the individual who submitted it? As it is now, anyone who creates a job who has administrative rights does not have their job go into the Pending Approval section in NCM, and we've resorted to handling the approval of jobs through email. Am I missing something really obvious in the configuration here, or is this not possible currently?

My solution was to create Operator accounts that can only create changes and Approval accounts that are only used to review and approve submitted changes, the Approval accounts are prefixed with AP- so those approval actions stand out in the audit log, this make it easier to confirm the Approval was not given for that same users Operator account.
