I used Engineer's toolset and a Fluke device to get interfaces load on 2 routers from my network. My question is why the values are so different (Engineer's toolset -> 6.2Mb Fluke -> 3Mb) and which is the correct value? Thanks.

Which interface monitoring tool did you use in the Engineer's Toolset? And which specific statistic were you monitoring? It maybe that you monitored incoming/outgoing combined with one tool and just incoming or outgoing on the other.

I use SolarWinds Workspace Studio->Interface chart(Gadgets) and I have different charts for Tx and Rx. From my Fluke(Etherscope Series II) device I use ITO tests-> Throughput test.
Because I have different charts for Tx and Rx there must be another problem, maybe something about how snmp and fluke device get the data from my router/switch.
We get the Rx and Tx values from the device's SNMP agent on the following MIBs:
ifInOctets: 1.3.6.1.2.1.2.2.1.10
ifOutOctets: 1.3.6.1.2.1.2.2.1.16
I can't speak to where Fluke is getting its values.
