How long should it take for a new tech added to the system to become fully visible?

Hi I added a tech and added him to a tech group, but he wasn't visible. I then checked the license tab to discover the new tech was not licenced form the pool - 40 of 50 used. After about 30 minutes he appeared , both licensed and visble. Is this normal behaviour?

I noticed the same thing last time I created a tech. I don't remember quite how long it took for them to be added but it definitely wasn't instant.

It is instant the issues appears to be related to Java caching. If you log out and log back in its fine.
