IPAM Licensing for DHCP Addresses

Will an IPAM license be used for all used and unused IP addresses in a defined and discovered DHCP scopes?  In other words, if I have a \24 scope (254 addresses), but I'm only using 10 at most at any given time, will 254 licenses be used, or will only 244 licenses be used?

The number of used licenses is equal to the number of IP addresses which are not available. In your example, if you have a scope where 10 IP addresses have Used status and the rest of them is Available, only 10 licenses will be used.
