It appears IP SLA Manager 3.5.1 stores local system time data was stored in RecordTimeUtc but we would like to know for sure?

Hello, This question was prompted by analysis of IP SLA Echo operation results by an SLA (service level agreement) analyst but I am sure we will be asked about all IP SLA operations eventually.
This can have multiple reasons and could be really dependent on operation type. For Path Jitter and Path Echo operation types this could be caused by timezone parsing issue. For other operation types this could be caused by completely wrong time received by SNMP. Some devices are having issue like that and in such case local time is used.
Many routers especially those in customer networks are not configured for NTP and many of those that are appear to used bad time sources or have bad NTP configurations or bad NTP software implementations. So if I understand correctly, if IP SLA Manager collects results that contain sample times outside of a time window then IP SLA Manager records the results using host system local time. Is this correct?
