Log to Database action to support local time and DST for MSGTIME and MSGDATE

Oderbang

Currently Log to database stores MSGTIME and MSGDATE using UTC, this should be changed to local time including and daylight saving time being observed. this would bring it inline with everywhere else in Kiwi NG that displays in local time with DST.
