Scan barcode on Asset and Generate Ticket WHD 12.0

Our tech support group is asking whether it is possible to scan the barcode on a laptop/desktop and have this automatically generate a "PC dropped off for upgrade" ticket in WHD 12.X.

We have all our assets in WHD with barcode and serial number. I am not sure where to start. Would this require customization by one of our developers or an action rule?

Any input would be appreciated.
