Add a configuration API for DPA

DPA users often have large and/or dynamic environments where managing the instances monitors is painful. It would be great if the instances monitored by DPA could be managed programatically. Potential abilities would include (but not limited to)

Register an instance
License/Unlicense an instance
Start/Stop monitoring
Get a list of monitored instances
Check to see how many licenses are available
Update Passwords

We use an automated process for deploying and removing servers. We would love if DPA would also automatically registered and unregistered as needed. Right now, this is a manual task and would like any/all options for an API, even if we have to start small with only a few API calls. Mass Registration is a good start, but we are hoping for this add on as well.

It would be great if the future API added a way to create annotations. All of our other monitoring tools have a way to do this programmatically while DPA does not.

Yes, for Solarwinds to be part of the NoOps movement, this needs to be supported. We have the same need as jlehman mentioned above. It's costing us time regularly.
