VNQM Voice Gateways PRI Channels Not Properly Recognized?

In VNQM, all voice gateways Serial Interfaces show that the PRI has 23 available channels even if it is a fractional 8 or 12 channel configuration. If I recall correctly VNQM uses the command "show isdn service" to pull the information. Perhaps it is reading the wrong information?

When the command is run there is a section displayed "Service State". One line reads "Channel" and beneath that "State". Is VNQM reading the "State" information to pull the channel availability? An example below would show that this is a fractional 8 channel PRI and not a full 23 channel PRI based on the "State" as 0 below channels 1-8.

Service State (0=Inservice 1=Maint 2=Outofservice 8=MaintPend 9=OOSPend)

Please advise? Perhaps I am confused and reading it incorrectly.

I noticed the issue as well, have a Cisco 2821 using h.323 trunks to a PRI going to Avaya IP Office and VNQM shows 23 Channels when I only have 12 with a D channel configured.
