Create option to download needed files from default WHD user page

I would like to see an option where specific users could download files needed to complete a task.In my case - I am trying to institute a new-hire automated form. I would like to make forms like this available to Dept Heads tasked with

employee hiring. Upon log-in - these approved users (or groups) would be presented with the option to download the necessary file(s) they need, from a download link that appears in their default WHD window.
