Currently you can 'lock down' FAQs so they are only visible to certain Locations & Departments but to include the ability to filter these by Location Group or Department Group would make sense and be very useful in some situations. Also the ability to use the selection as either an Inclusion or Exclusion (similar to the reports filters) would mean this is a lot less laborious.
I work in the IT dept for a Retail company, each of our stores & HO locations are necessarily separate locations in WHD (i.e over 300 individual locations) so this is a bit painful to set up & puts my Techs off approving FAQs. I can imagine others may have a lot of separate depts & would find this useful too, e.g to make an FAQ visible only to Managers
