Convert Azure Public Cloud Polling Endpoint to Azure Batch Endpoint

The Default Azure Metrics API is limited to 12,000 calls per hr. This is drastically insufficient for our Azure Tennant size. Please convert to the Azure Batch Endpoint for scalability
