Add the ability to not install WinPcap with an agent deployment

WinPcap is silently installed with the deployment of a windows agent for NetPath and QoE monitoring.

A large amount of our monitored nodes does not need this functionality, and it has caused concern on sensitive nodes (like Domain Controllers or PCI classified nodes) where we have needed to uninstall the software.

We would like the ability to not have this software deployed when we install agents.

Yeah this is NOT cool at all. We definitely need an option to omit the NetPath or QoE features when deploying agents somehow so that WinPCap isn't installed.

Agents do not install WinPcap unless QoE or NetPath is enabled on those endpoints. There was a defect in NPM's initial release of Netpath which inadvertently enabled WinPcap on all currently deployed agents, but that was subsequently addressed shortly thereafter. I've created a template which removes Winpcap from any Agent managed system. It can be downloaded from the link below.

That being said, knowing the expected behavior is to deploy only if QOE or Netpath is configured, is there way to prevent either the WinPcap install or the activation of those 2 features on nodes? The WinPcap interfere greatly with some applications, especially when it's already installed and started... We had major issues on VoIP recorders... $:\$

Uninstalling in our case might do even more damage as it is needed on some servers... $:\$
