Add support for TLS 1.3 to the SolarWinds Platform

I was surprised to see that the TLS 1.2 is the highest version of TLS supported in the SolarWinds Platform. We disable SSL 3.0, TLS 1.0, TLS 1.1, and TLS 1.2 across our environment. TLS 1.3 is not only more secure, but it is also faster.

I agree - this is surprising.  Found this issue when attempting to monitor web sites proxied through Cloudflare.
There is also an issue with fall back to 1.2 when 1.3 is present.
Since most of our sites are proxied through Cloudflare, this is forcing us to look at other products.
