Offer an incident entry page that allows walk up users to enter their information as they would from their own station but include the Requester line so they can select their name from the list. When the incident is submitted a landing page that says something along the lines of "Thank you, your ticket: #1234 Subject Name has been entered successfully" after 5 seconds or so it returns to the incident entry page automatically making it available to the next walk in customer. Access to the page will still need an AD account to get to it initially, a new user role in Service Desk could be set to enable the kiosk function to the user or users ensuring multiple measures are in place to avoid spamming of anonymous entered tickets.
