We could have a version of NPM and other product for small to medium sizes business. I have a few costumers that they will not buy NPM because is too expensive for them. Will be great if Solarwinds could deliver a version of NPM for those costumers.
Would a small business not be able to utilize the SL100 or SL250 license? I guess it would also depending on how many nodes and elements that would need to be monitored, but all their licensing is based primarily on how many elements would need to be monitored. Even if a small business has a small amount of servers, the elements being monitored could push them up to 100 elements very quickly.

Perhaps those small customers might be willing to purchase per-node NPM monitoring as a SaaS property. If they're already your customers, I see a possible revenue stream...don't you?
I've worked at two companies that sold monitoring as a service. It can be very lucrative IF you have the internal infrastructure (both technical and procedural) in place.
But why would they need NPM?
They need to monitor the pumpkins of course!
There are free tools like SpiceWorks. It's not as good but will do the job if the 100 license doesn't get you where you need to be.
