How can I prevent tech from reassigning a ticket to specific tech?
For example: If I have a supervisor with tech account and I don't want other technician to reassign tickets to him.

As far as I know, the only option would be "Allow Re-Assignment" as a Tech membership to the Tech Permission Group. This would apply across all Techs though and would not be selective if a Supervisor. I think this is one of those, the Ticket History will show this occurred and you need to educate the Technician involved, not to do this.
