Transient change status triggers

How to prevent a user from approving their own IP address request
I created a user account with "read-only" rights in IPAM. That user can complete an IP Address Request as I intended, but the user can also approve their own request - which I want to prevent. How can I do that? It makes no sense at all for a user to be both requester and approver. What am I missing here?
