An action that we have adopted (championed by me! <patting self on back>) is to have ourselves audited by a 3rd party after major upgrades/changes. We focus on Best Practices, stability, security, performance. Every audit has determined that the vendor has upgraded/installed less than optimally.

I actually prefer, and am frequently over-ruled, to provide too few CPU's to guests and do a combination of: wait for the users to complain, and proactively monitor utilization through weekly reporting. Throwing CPU's around in the hopes of being proactive is a short-term win.
