It changes the way the traps get to the database. With it set to true, it goes through the Orion collector service first before going to the database. With it set to false it bypasses the collector service and goes straight to the database. The collector service is the source of the EVIL

I'm not sure I totally agree with your idea on no config archive. We have routers and switches where we've had to go back a year or more to get copies of configs. Also we have over 4000 node elements so carrying that much data in the SQL database just slows it down. It makes more sense to archive really old configs in text…

So I just did a quick survey using all Cisco 37xx devices in my network for EOS/EOL suggested dates. 100% of the suggested dates were either yellow or read with 100% of those being not applicable. I have 400 37xx devices. That means your database is giving me 100 % non-useful data for every device in this category

Sure but I’m not with Solarwinds. But to summarize, look do a sh proc cpu hist to see if you have any spiking of the devices cpu . You should be able to match up times from that with the times on your graphs.
