Loaded question, but I would say the people, then the technology, then the process. I am sure others would disagree and I expect them too. I just feel that the people need to build the technology, then the process. I would say really that it should be people, technology, people, process and then repeat.

Even Cisco will give you products for your production environment to install for periods of time. I have done that multiple times. We aren't even asking for hardware. Just limited licensing for development purposes. Especially since a lot of us are heavily invested in SolarWinds.
