In order to resolve it I had to reduce the concurrent TFTP sessions to 1. so, I just quit using TFTP altogether and now use telnet/ssh for all of my config downloads.   •  I create a group call "unmanageable" and leave them in there. I have a another group called "retired" for preservation of configs for devices that have gone off the network.
