Thanks for all your help. All the services are up and running so I stopped them all and restarted them but that didnt work. I tried what they suggested in the article and removed the Information Service (mine was v2.2) and reinstalled that and well didnt fix it either. I will just open a ticket. I am running NPM 9.5 and NCM 5.5.2 I just upgraded NCM to version 6 and I got an error when I tried to run NCM-v6.0-NPM-Integration.exe saying I first had to upgrade NPM to version 10 so in your case you would swap #2 and #3.
