No, there currently is not way to limit which users can see and manipulate specific maps, this is an open enhancement request. With 9.5 they just required to have the node management rights to be able to edit maps

What version are you on and SP level? If you open the trap viewer application on the Orion server, are you seeing the traps show up there?
