I don't know if anyone is using SQL 2008 Web edition, however, it should be fine. We have formally tested on it, but we work on SQL Express. You should also look here and make sure you don't use any of the features/functions that this edition doesn't support, see here

Kiwi Syslog ships with another installer called Windows Log Forwarder which you install on each Windows box you want to forward Windows Events from. It converts them into Syslog messages and sends to the Kiwi Syslog server

You can go either way, but I would recommend re-downloading as it is included/updated when SP3 was released. Would remove a step from your upgrade process.

Yes, go to File -> Settings and under inputs select TCP and turn on listen for TCP Syslog messages and what port etc. You can also then go and turn off for UDP if you want.

On a subnet of that size, you need to define the range you wish to scan. So if you have the subnet selected in the UI, on the top menu bar select IP Range and click add and add the IP Range/s you wish to manage and then kick off a manual scan. Let me know if that gets you to where you want to be

I will log this as an issue to look into, but the short answer is to change this behavior is not a simple thing to do without hurting maps performance.
