That's not what I'm seeing. I see members of the domain group named with their login and logoff times. The image below, the "leon.adato" account is part of domain users, which is permitted to log in on the system in question. No accounts are explicitly given permissions.

IIRC, AIX has a delightful "feature" that adding SNMP support requires re-compiling the entire kernel. It also requires some code from IBM that (again, IIRC) you must pay them for.
