Is VoIP and network quality manager the new version of IP SLA manager? What changes have been made or what functionality has been added? Where can I find more information about this?

Yes, VNQM is the former IP SLA Manager. It adds more focus on VoIP monitoring. See release notes for more details: SolarWinds VoIP and Network Quality Manager Release Notes
