Information service v3 not starting

Currently having a issue with the information service v3 not starting. The server ran out of diskspace and when it restarted the service would not start with the following error

Error 1006: The volume for the file has been externally altered so that the opened file is no longer valid.

Has anyone seen this before and know a fix?

Did you try a service repair?

Is this running on a VM or physical server?

A long time a go this type of error was cause by corrupted driver files or file on removable drives.
