I would like if anyone here were able to create an IP SLA monitoring via NPM. We don't have VNQM and i think there's no plan on getting one. Need your help

You can try using UnDP for monitoring the corresponding OID for the required operations
Besides UnDP, you have trap and syslog possibilities. Check out the Cisco document: Configuring Proactive Threshold Monitoring for IP SLAs Operations
