Is it possible to have NCM and NPM on two different server but have one web front end for both?

Yes, you can do this. You would install the NCM Integration Module. During installation, it will ask you for the IP address of the machine where you are running NPM. Once you are done installing, you will see the Configs tab in the Orion Web Console.
