auto manage/unmanage interfaces

I have dozen thousands interfaces in my network and there are changes all the time. I want to create a mechanism that will auto manage uplinks and unmanages interfaces that are not uplinks anymore

Suppose I have an OID that \tells me if an interface is an uplink or not - how shoudl I continue from here?

I thought create advanced alarm that will run external program that writing directly to the DB , however I am not sure this is teh right/correct way to do it.

I would like to hear more ideas.
