Can we continue use orion products without renewal of license?
No. You'll have historical information, but polling will stop and any actions will be disabled. It's outlined in Evaluate Orion Platform products (solarwinds.com)

The article you liked is nearly 3 years old. I'm fairly sure (not 100%) that the product would stop polling (as indicated in the other link), you'd have no access to any updates (patches/new versions), or support.
Most Orion product modules are sold as perpetual licenses. This means you are entitled to use the version of the product you purchased (or any version released while you were under activel maintenance) in perpetuity, even after your maintenance has expired.
Maintenance entitles you to any/all new releases, hotfixed, service packs, or service releases of any product/modules under maintenance for the duration of the maintenance period. Maintenance also entitles you to 24x7 technical support for any/all Orion products under maintenance, as well as access to training (both live and pre-recorded).
Recently, some SolarWinds products are available to be purchased as a subscription offering. At the end of the subscription period, if the subscription is not renewed, then the product ceases to function in the same manner as it would for an expired evaluation.
