Validate content of a directory ?

It's possible to validate a content of a directory ?

if on my directory i have 5 files if someone put a files, i don't want there.....i want to be alerted...

possible with SCM ??

Scm or sam could probably both do this but in both cases I expect it would be using a powershell script to get-childitems from the folder
