We have identified this console issue for server setting
Global > Limits & Settings (Password)
Allows users to recover passwords: No

Current workaround to make login language option visible is to set above to: Yes
Already fixed in code and to be part of next service release.

I'm forcing for example the Spanish language and there are so few strings in spanish.
