We are required to turn on bit locker on our Windows systems. I was looking for a report that might say yes or no if bit locker is enabled. I couldn't find one. Is there a report or a custom report I could make to search for this?

It looks like you can report on Bitlocker from Registry settings, so for the Patch Manager piece you'll want to set up an Inventory template using the Registry keys:

Once you are pulling an Inventory for the correct Keys you can run a standard report or create a new one:
Administration and Reporting -> Reporting -> Configuration Management Reports -> Computer (Registry Information) and the Basic Registry Information report.
