Problems with ROM Component for HP Compaq 8000f Elite USDT patch

Question

I published a BIOS update for a HP Compaq 8000f Elite USDT desktop.  Windows Update shows the BIOS update and attempts to install it, but I receive an error.   I have attached screenshots and the Windows Update log.  Any ideas why it is failing? Anyone have success with these?

The error appears to be just a generic Installation Failure, but I did see this in the WindowsUpdate.log:

2018-06-05 09:34:36:712 1100 2418 Agent WARNING: Failed to evaluate Installed rule, updateId = {00004850-0000-0000-5350-000000081891}.1, hr = 8004106C

Are you able to install any other updates?  Have you tried to install this update on other machines with the same failure?

You may want to check the installed rules for the package against the machine to see if there's some logic that prevents it from matching.
