error messages while trying to install v7

I'm trying to get our v.7 edition to come up on a new server, after downloading it. There's an error message that keeps popping up when I try to open the app: Could Not Find File --
\Program Files\SolarWinds\Network Performance Monitor V7\SWNetPerfMon.cfg.
Where can I find this SWNetPerfMon.cfg file? There is a .db file, but no .cfg.
There's also an activeX runtime error I get, and that's probably tied in with this other one...

SWNetPerfMon.cfg is not needed for Orion. It is for the NetPerfMon tool in the toolset. This sounds as if the config wizard has not been run. Try running config wizard to get the connection to your database set up.
