For the location to place the MIB update file, the NPM Manual (and online KB) both say
Open the folder to which you extracted MIBs.zip, and then copy MIBs.cfg to the SolarWinds folder in either of the following locations on your default install volume, depending on your NPM server operating system:
\Documents and Settings\All Users\Application Data\ on Windows Server 2003 and XP.
\Documents and Settings\All Users\ProgramData\ on Windows Server 2008 and Vista.
For Server 2008, no such location exists. Documents and Settings at the root is for show only, and under Users > All Users there is no Program Data folder. Likewise, under the ProgramData folder in the root, there is no MIB.cfg file to replace. For Server 2008, the path appears to be
Users\All Users\Solarwinds
