Is it still the case that there is a limit of TEN total polling engines per SolarWinds instance? Does that count regardless of whether a polling engine is and "additional" or a "remote" polling engine?
It mostly comes down to the number of elements that are being monitored. You can have more than 10 APE's as long as your under your element count.
One thing to keep in mind is that as you scale out more polling engines it also increases the amount of work to do software upgrades, especially when multiple modules are involved.
In Orion Core 2015, the current limit is 75 Additional Polling Engines. The biggest factor is the performance of the MS SQL Server to handle all of the polling data from all of the servers.

Scenario 2: Localize Load to Major Locations
Scenario 3: Improve Response time reporting by installing Polling Engines to each localized locations
Hmmm. The current admin guide for Scalability Engines indicates that the limit is 100,000 elements, for which you would not need anywhere near 75 polling engines. So, it really is the number of elements and has nothing practically to do with the number of polling engines.
