Is the device accessible via SNMP?

Yes it's via SNMP

You could try and connect via snmp manually.

The device needs to be able to be accessed by Solarwinds via SNMP otherwise Solarwinds can not report on it.

Yes you have to configure the SNMP on it so Solarwinds can access it.

do you have commands on it?

Every device is different when it comes to configuring SNMP. If it's a cisco, there are good reference guides on the Cisco website on how to setup SNMP.
