Custom/Edit top utilization Widgets

How can I customize this widget or is there a way to custom create it.

I want it for specific building and and for specific switches which i can choose by custom property.

Best would be if I can edit it similar to other widgets and modify the datasource.

One more thing. I am not able to use 2 conditions in the query, while each query individually works fine.
