Network Discovery is adding IPs not in the bulk upload

When I try to do a bulk upload of hosts based on a list of IP addresses, Orion comes back with IPs that were not in the list. Some of the IPs are completely different networks. Anyone know why it would be doing that?

Fixed, it was defaulting to Hop Count of 2.
